UNCLAS KINGSTON 001803 SIPDIS DEPARTMENT FOR WHA/CAR (BENT) SOUTHCOM FOR POLAD AND J7 E.O. 12958: N/A TAGS: PTER JM UNGA SUBJECT: COMPREHENSIVE CONVENTION ON INTERNATIONAL TERRORISM (CCIT) REF: SECSTATE 127261 On July 22, Poloff delivered reftel talking points by telephone and fax to Angella Brown, Deputy Director, International Organizations Department, Ministry of Foreign Affairs and Foreign Trade (MFAFT). Brown offered that she was aware of the Fourteenth International Terrorism Convention, and that she has followed the drafting and debate of the resolution in the Sixth Committee. Brown pointed out that a stumbling block for the CCIT is the consensual agreement on an international definition of terrorism. Brown said that she is aware that UN SYG Annan has proposed a consensual definintion of the term, but that she has not yet seen it. She did not identify the GOJ position on the matter.
