REF: SECSTATE 94927
On June 3, Poloff delivered reftel talking points to Hector Jones, Commissioner of Customs. Jones stated that he had read the framework and thought that it was good. He asserted that Jamaica is in agreement with the standards as they have been put together by an international organization and "not the U.S." As the framework gives strength to the World Customs Organization (WCO), the WCO will gain worldwide cooperation. Although Jamaica will not be attending the June 23-25 session in Brussels, Jones said, it will vote for endorsement of the framework at the next Caribbean Customs Law Enforcement Council Meeting (CCLEC) which will take place June 13-16 in Santo Domingo. A member of CCLEC will present Jamaica's position in Brussels. ROBINSON
