1. On March 11, post delivered a diplomatic note to the
Jamaican Ministry of Foreign Affairs and Foreign Trade
(MFAFT),detailing the nature of the problem and post's
inability to get an answer to Ref A demarche from the
Ministry of Finance (MOF) or the Jamaican Customs Agency.


2. In a March 16 meeting with Lt. Col Oscar Derby, Deputy
Director of the Jamaica Civil Aviation Authority (JCAA),
Pol/Econ chief Powell inquired about the issue. Derby
immediately phoned the MFAFT and confirmed that the
appropriate office had received the diplomatic note and
were looking into the matter.


3. On April 14, Embassy Kingston received a diplomatic
note from the MFAFT, officially stating that they had
received our March 11 dipnote and that officers of the
MFAFT had been directed to investigate the issue.
