2. (C) In ref A, Post requested Department to determine
whether it possessed credible evidence of gross human rights
violations by Armed Police Senior Superintendent of Police
(SSP) Prakash Kunwar (DOB: Mar. 10, 1959),Civil Police
Superintendent of Police (SP) Devendra Subba (DOB: Sept. 2,
1964),and Royal Nepalese Army (RNA) Colonel Anuj Bahadur
Basnyat (DOB: Oct. 12, 1961),who are scheduled to attend
training in the U.S. beginning January 8, 2006.
3. (SBU) Post has completed its vetting process and found no
credible evidence of gross violations of human rights by SSP
Kunwar, SP Subba, or Colonel Basnyat as of December 22, 2005.
4. (U) Action request: Provided Department has found no
evidence of gross human rights violations by these
individuals, Post at this time requests authorization to
issue the required human rights certification statement(s).
