(C) Post has received a DOD Unified Command request for the following IMET-funded training: International Special Forces Training, Ft. Bragg, NC, January 24 through May 25, ¶2006. ¶3. (C) The Royal Nepalese Army (RNA) personnel nominated to participate in this training is Captain Madan Jung Rana. ¶4. (U) The Embassy has begun its vetting process to determine if there is credible evidence of gross violations of human rights by Captain Rana. ¶5. (C) Action request: At this time, Embassy requests (per reftel),that Department determine whether it possesses credible evidence of gross human rights violations by Captain Rana. Embassy is not at this time requesting Department's authorization to issue the required human rights certification statements. We will follow up this message with the results of our vetting process before requesting such authorization. MORIARTY
