1. (U) This is an action message. Please see Para 5.
2. (C) Post has received a DOD Unified Command request for
the following APCSS-funded training: Executive Course, Asia
Pacific Center for Security Studies, Honolulu, HI, January 8
through March 17, 2006.
3. (C) The personnel nominated to participate in this
training are: Armed Police Senior Superintendent of Police
(SSP) Prakash Kunwar, Civil Police Superintendent of Police
(SP) Devendra Subba, and Royal Nepalese Army (RNA) Colonel
Anuj Basnyat.
4. (U) The Embassy has begun its vetting process to determine
if there is credible evidence of gross violations of human
rights by these three individuals.
5. (C) Action request: At this time, Embassy requests (per
reftel),that Department determine whether it possesses
credible evidence of gross human rights violations by SSP
Kunwar, SP Subba, or Colonel Basnyat. Embassy is not at this
time requesting Department's authorization to issue the
required human rights certification statements. We will
follow up this message with the results of our vetting
process before requesting such authorization.
