1. (U) This is an action message. Please see Para 5.
2. (C) Post has received a DOD Unified Command request for
the following IMET-funded training: International Officer
Intelligence Course, December 31, 2005 through June 5, 2006,
and Intelligence in Combating Terrorism, June 5-16, 2006, at
Ft. Huachuca, AZ.
3. (C) The Royal Nepalese Army (RNA) personnel nominated to
participate in this training is Captain Rohit Gurung.
4. (U) The Embassy has begun its vetting process to determine
if there is credible evidence of gross violations of human
rights by Captain Gurung.
5. (C) Action request: At this time, Embassy requests (per
reftel),that Department determine whether it possesses
credible evidence of gross human rights violations by Captain
Gurung. Embassy is not at this time requesting Department's
authorization to issue the required human rights
certification statements. We will follow up this message
with the results of our vetting process before requesting
such authorization.
