1. (S) On May 25, Post convened an EAC to discuss a specific
Maoist threat against U.S. or U.S. supported activities in
the Bara/Parsa districts of Nepal. A Maoist commander had
voiced the threat to a UNDP Field Security Advisor. The UN
did not/not officially share the threat with Post.


2. (S) CDA met with UN Resident Coordinator Matthew Kahane
(who had been out of Nepal for much of the interim period) on
June 24 to express deep concern that the UN had failed to
promptly and directly share with the Embassy specific threat
information against Americans or activities supported by the
U.S. Kahane initially pushed back, noting that the Maoists'
distaste for the U.S. and suspicion of USG-funded development
activities was common knowledge. He did not, however,
dispute that the Bara/Parsa threat was very specific and
included terms such as "attack" and "targeting." At the
conclusion of the meeting, Kahane expressed his apology for
the failure to convey the threat and assured CDA that, in the
future, any such threat information will promptly and
directly be conveyed to the Embassy.
