(SBU) Per reftel demarche request, on December 17 Ambassador informed President Karzai of USG efforts to encourage international donors to consider new financial pledges to Afghanistan at the upcoming Jan 31 - Feb 1 London Conference and to accelerate disbursements of funds they have already pledged. Ambassador briefed Finance Minister Ahady December 18. In both conversations he urged the GoA to mount its own missions to GCC states to brief them on Afghan development planning and to show the GCC states that the GoA is getting its act together. NEUMANN
