1. The Ambassador delivered reftel points to Guatemalan FM
Briz, who expressed great satisfaction with news that U.S.
would announce its support for President Flores's candidacy
for the OAS SYG position, noting that Guatemala, El Salvador,
Costa Rica, Nicaragua and the Dominican Republic had already
done so.


2. Polcouns followed up with MFA's OAS desk officer,
Anamaria Castellanos, to determine whether MFA would send
instructions to its permrep to the OAS to join Ambassadors
Noriega and Maisto at a joint press conference. She noted
that he was currently in Guatemala for consultations. She
said she would seek guidance and get back to us on press
conference participation.
