Abuseitov, Ambassador to Switzerland, Permanent Representative of the Republic of Kazakhstan to the UN and Other International Organizations in Geneva at the Closing of the Twenty-seventh Session of the Joint Compliance and Inspection Commission Under the START Treaty Geneva, November 9, 2005 Esteemed Meeting Participants, First, allow me to offer greetings and congratulations to you all upon the successful conclusion of the Twenty-seventh Session of the Joint Compliance and Inspection Commission under the START Treaty. I would like to note the high productivity of the session just passed. The participants adopted eight documents, including a Coordinated Statement on Trident II reentry vehicle inspections. Thus, a big step forward has been taken in terms of strict compliance with the START Treaty and the inspection activity associated with it. The value of the constructive and productive interaction of the delegations in this important disarmament area has particular significance against the background of the failures this year in other areas of the global disarmament process. The regular NPT Review Conference ended without results, participants in the UN Anniversary Summit were not able to agree upon the provisions of a final document on nonproliferation and disarmament, and a deadlock still exists in terms of the CTBT. In this context Kazakhstan thinks that the five-party cooperation under the START Treaty has an important place in strengthening global stability and is prepared to support in every way the negotiation process in this format. We look forward to future constructive interaction by the delegations. It is completely natural that there are points of contention, issues which should be discussed and agreed upon. At the same time, we hope that those points will be settled in a constructive spirit and through mutual understanding. The delegation of Kazakhstan will completely support such an approach.
