(U) The text at paragraph 3 is the official translation of the Belarusian statement that was delivered at the closing plenary meeting of Part II of the Twenty-seventh Session of the START Treaty's Joint Compliance and Inspection Commission (JCIC),held at the Russian Mission on November 9, 2005. ¶3. (S) Begin text: Official Translation Statement by the Representative of the Government of the Republic of Belarus at the Closing Plenary Meeting of the Twenty-seventh Session of the Joint Compliance and Inspection Commission Esteemed Mr. Chairman, Esteemed Representatives and Members of the Delegations of the Republic of Kazakhstan, the Russian Federation, the United States of America, and Ukraine, The results of JCIC-XXVII, which is concluding today, testify to the fact that our work has turned out to be quite fruitful. We adopted eight documents. Definite groundwork has been laid for the future. I would like to emphasize especially the adoption during Part I of the session of four accords concerning the RSM-56, which regulate the Treaty-legal status of the new Russian missile within the framework of the Treaty. In this connection, the Belarusian Delegation notes the goodwill and candid position of the Russian side in the expeditious resolution of this issue. We welcome the adoption of JCIC Joint Statement No. 39 on First Stages of SS-25 ICBMs Burned Without Nozzles Attached. The Belarusian Delegation expresses satisfaction in connection with the completion of the examination of the question concerning reentry vehicle inspections of Trident II SLBMs. The text of the Coordinated Statement on this question, agreed to by the Parties, is contained in the unclassified Attachment to this statement by the Head of the Delegation of the Republic of Belarus. The Belarusian side expresses the hope that during the intersessional period the interested Parties will continue a substantive dialogue with a view to removing existing concerns associated with implementing and complying with the provisions of the Treaty. Please be assured that the Treaty's participants can count on a constructive position from the Republic of Belarus during consideration of all questions which are included in the agenda of the JCIC. In conclusion, I would like to express our appreciation to all the delegations for their cooperation and particularly to thank the interpreters and translators.
