(C) On June 13, Emboff delivered reftel points to Julian
Clare, First Secretary, UN/International Terrorism and
Illicit Drugs section at the Department of Foreign Affairs.
Clare said that Ireland will likely support a late-October
Swiss diplomatic conference to adopt the Third Additional
Protocol for the Red Cross/Red Crescent Movement. He added
that Ireland has not yet received the Swiss circular note and
therefore is unable to relay its likely support to the Swiss
prior to the June 17 deadline.
