On May 5, Emboff delivered reftel to Department of Foreign
Affairs Human Rights Unit Director Eamonn Mac Aodha. Mac
Aodha said that GOI opposes the unmandated session on the
Commission on Human Rights (CHR) reform, calling it "clearly
the wrong thing." He added that the GOI regrets that the CHR
adopted the resolution establishing the working group to
reflect on the UN Secretary General's recommendations for
reform. He said that the goal in current discussions in New
York is to get enough votes to defeat the resolution and that
right now, it is "close, but do-able." He also stated that
opposition to the resolution is predominantly shared among EU
Member States and the EU would likely vote as a block to
defeat the resolution.
