Duggan said that the Irish Minister for Foreign Affairs, Dermot Ahern, would not/not attend the April 28-30 Community of Democracies (CD) Ministerial in Santiago. Duggan said that the Minister is unable to attend due to his new role as European Special Envoy to the UN Secretary General for UN Reform. According to Duggan, the Irish ambassador to Buenos Aires will attend in the Minister's place, and at this time has no plans to propose new initiatives within the CD context. KENNY
