(U) Embassy Doha has reviewed the TIP Mini-Action Plan in reftel and proposes several revisions to reflect recent actions taken by the Government of Qatar (GOQ) and to set out a realistic and achievable series of steps for the GOQ to take before July 30. Revised Mini-Action Plan is below. -------------- REVISED MINI-ACTION PLAN -------------- Appoint a national coordinator with authority to oversee the implementation of this mini-action plan and coordinate a broader national plan of action against TIP with the concerned agencies, organizations and foreign representatives. Enact and enforce legislation banning underage camel jockeys and prosecute persons caught breaking the law. Move children to a temporary shelter where they will be housed and cared for until they are repatriated to their countries or returned to the care of authorized family members. Identify and protect trafficking victims, to include domestic workers and laborers. Establish shelters for these victims where they can receive protection, including medical, psychological, counseling, and other appropriate assistance. Establish functioning hotlines for foreign workers to report instances of abuse and to seek assistance. Establish a timetable for extending formal protection to domestic workers and other laborers under Qatar's labor laws. Conduct broad public awareness campaigns highlighting the rights and obligations of domestic workers and laborers, and the consequences of abusing such workers. UNTERMEYER
