1. (S) Post convened a meeting of the Emergency Action
Committee (EAC) on October 06, 2005 to review recent threat
reporting received by the COS. The EAC discussed the
potential of attacks on U.S. government interests and the
addition of needed security measures to mitigate the threat.
Potential targets in Djibouti include Djibouti National
Airport and the Port of Djibouti.
2. (S) Due to the sensitive nature of the information, the
core EAC met to discuss releasable information. The core EAC
was composed of the Ambassador, DCM, RSO, COS, USLO, ARSO,
NCIS/FPO, POL, PAO and CONS. The EAC was informed that the
information was reported by a source who provided
corroborated information in the past. The EAC believes that
this report serves to strengthen recent threat reporting from
the region and shows a continual and legitimate desire on
behalf of terrorists to conduct attacks in Djibouti.
3. (S) Mission personnel have been at a heightened level of
security awareness for a period of time and are carrying out
appropriate personal security measures. The EAC concluded
that the existing public announcement and travel warnings
remain sufficient. Coincidentally the post warden committee
met the same day and was provided the most recent East Africa
announcement, which its members were asked to transmit to the
Amcits for whom they had communication responsibility. The
EAC discussed the current security posture and no additional
security measures are to be implemented at this time.
4. (S) Post continues to coordinate closely with Host Nation
security, US Military and French Military counterparts to
monitor intelligence and threat information that may have an
impact on security.
