UNCLAS DJIBOUTI 000506 SIPDIS SENSITIVE DEPT FOR DS/IP/OPO - JILL LEWIS AND DS/IP/AF - KURT OLSSON E.O. 12958: N/A TAGS: ASEC SUBJECT: DJIBOUTI: REDUCTION OF RESIDENTIAL GUARD COVERAGE REF: A. STATE 81804 ¶B. 12 FAH 7 ¶1. (SBU) Per reftels (a) and (b),Post has reduced its residential guard coverage from 54 to 36 guards to carry out 12 hour coverage. Guards will work a standard 40 hour work week. Changes in operational scheduling will take place beginning 29 May 2005. ¶2. (SBU) RSO has placed orders for GEMS and CAMS systems using existing funds from code 5821 and expects to implement both systems by the end of FY-05. Post is in the process of upgrading, repairing or replacing residential alarm systems and may need to purchase a few more systems to bring newly acquired housing up to standards. ¶3. (SBU) Due to current shortages in staffing, Post will be unable to establish a mobile patrol by 1 July as suggested in reftel (a) unless additional personnel are hired or current staffing is decreased. However, Post will meet the mandate of reducing all residential services by the end of FY-05 and will transition with a 10 man mobile patrol 24/7 by 10/01/2005. ¶4. (U) Post requests the use of approximately 25,000USD from existing funds to purchase a vehicle that will support the mobile patrol. The LGF currently has two vehicles that are used extensively. If one vehicle becomes inoperative LGF operations will be significantly hampered. ¶5. (U) POC is RSO Marc Ramos at 253-35-39-95. RAGSDALE
