¶1. (U) Ambassador conveyed directly to Acting Foreign
Minister Mahmoud Ali Youssouf on May 4 the congratulatory
message from President Bush to President Guelleh sent on the
occasion of Guelleh's re-election as president of the
Republic of Djibouti. Youssouf expressed his pleasure in
receiving the message and stated he would immediately pass it
to President Guelleh.
