1. (U) Pol/Econ delivered reftel demarche 2 March to Director
of Bilateral Affairs at the Ministry of Foreign Affairs,
Mohamed Ali Hassan. Hassan said he thought the new vote was
related to concerns regarding certain arguments within the
Declaration, not the principle itself. He said he would like
to see the text of the Declaration, which Pol/Econ gave along
with the demarche. Hassan said he would send the arguments to
Djibouti's representative in New York, who should see the
U.S. representative in New York to discuss the issue. Hassan
did not clarify why Djibouti had abstained from the vote on
the Declaration, though he said Djibouti's position on
cloning was that it should be banned.
