STATE 23078 ¶B. 04 DJIBOUTI 272 ¶C. 03 DJIBOUTI 364 ¶1. (SBU) Per REFTEL (a) paragraph 3, there are no identifiable changes in the security environment since Post's last report. The operational and threat condition remain the same for all three environments and Post continues to work with Host nation and U.S. Military counterparts to closely monitor the threat. ¶2. (SBU) It must be noted that 2005 is a Presidential election year for Djibouti. Although there are no indications that political opposition parties are mounting any form of resistance against the current regime, past incidents have resulted in demonstrations and minimal civil disorder. Post does not foresee any trouble and expects the elections to proceed without incident. Embassy Officers will report accordingly as the date for elections draws near. ¶3.
