STATE 8083 ¶B. STATE 78536 ¶1. In response to reftel A, Embassy officers worked with a local trade union, the Domestic Conservation, Hotel Worker's Union [CHODAWU], to develop a 20,000 US dollars proposal to return 250 exploited children to their home villages in Tanzania or to Nairobi. The children assisted by this project were found in forced/exploitative domestic labor in Arusha, Iringa, and Dar es Salaam. Most of these children are Tanzanian, but a small number are Kenyan. This program would build on CHODAWU's current work of withdrawing children from forced labor by assisting CHODAWU to develop the capacity to return these children to their home villages. The grant would provide for construction of a transitional center for children awaiting "repatriation," counseling for children and families of returnees, physical return of children to their home village, and preliminary data collection on repatriated children. Post intends to inform host government officials of this grant and build support for our anti-trafficking programs. Post also intends to arrange a high level Embassy visit to open the transitional center, to build public awareness about the problem of trafficked children working in forced domestic labor. ¶2. Post understands that only 18,000 US dollars have been allocated to this program. Post believes that this program could still be accomplished with this amount of funding, if the target number of beneficiaries were reduced to about 200 children. Should additional funding come available, post requests an additional 2,000 US dollars to fully fund this proposal and assist with the return of 250 children to their homes. ¶3.
