Buelow for reason 1.4(d) 1.(S) US Embassy Poloff and Canadian counterpart First Secretary Jeffrey McLaren delivered the reftel SIPDIS Background Paper and talking points on LET pre- notification to Mr. Vitalis Njiku, Head of the Foreign Ministry's new UN Security Council Office. Mr. Njiku's deputy, Mr. Justin Seruele, took notes. The Tanzanian Foreign Ministry Officials asked if the US or Canada had any information regarding LET activities or investments in Tanzania. When he was told that the US and Canada had no information about any such activity in East Africa, Mr. Njiku said that he would keep both embassies informed of any Tanzanian consultations or actions regarding LET.
