COMMISSION PROPOSAL
REF: SECSTATE 140191
(SBU) Post delivered reftel points to Ministry of Foreign
Affairs contacts, including Juraj Kubla from the Human Rights
department, on August 1. Kubla told us that the Ministry
will study the points carefully, but after reviewing the
points he believes the US and Slovakia are in "the same
boat." He said that Slovakia "fully supports the reform of
the Human Rights system in the United Nations, and especially
the creation of the Human Rights Commission as a standing
body."
