(U) Poloff delivered reftel points to Richard Galbavy, Acting Director of the MFA Department of International Organizations and UN Offices. He shared the Slovak views regarding UN reforms and the Security Council, indicating that it was also an important priority. ¶2. (SBU) According to Galbavy, it is universally believed among member states that the UNSC should be expanded. The Slovaks have supported an increase in the UNSC's membership in both permanent and non-permanent categories. They view candidacy for UNSC expansion not only based on geographic representation, but more on the capacity of member states to take on new responsibilities and enhance the council's responsiveness to international peace and security concerns. On a number of occasions during the current UNGA session, the Slovak's supported Japan's and Germany's bid for a permanent UNSC seat in an enlarged council. In Galbavy's estimation, both proposed models (G4 and UFC) suggest expanding the Council to 25 members and propose a geographical distribution of seats. ¶3. (SBU) Slovakia concurs that the Security Council reform debate should not block the broader implementation of the UNSYG reform package and will work with the US and other UN partners for an ambitious and balanced outcome to strengthen the UN and improve its primary functions, including management reforms and modernization of the UN Secretariat. ¶4.
