STATE 139304 ¶B. 04 BANGKOK 6773 ¶1. (U) This is an action request. Please see para 3. ¶2. (SBU) Poloff delivered demarche (reftel A) to Chutintorn Gongsakdi, Director of International Economic Policy at MFA; Katanawadee Kalayanamit, International Organizations/Peace, Security and Disarmament Division at MFA; and Amornsate Singha, Director of the North American Division at MFA. In subsequent conversations, Katanawadee confirmed -- following interagency meetings involving the MFA, Ministry of Public Health and Office of Atoms for Peace -- that the RTG has made the decision in principle to implement the IAEA Code of Conduct on the Safety and Security of Radioactive Sources. Manoon Aramrattana, Secretary General of the Office of Atoms for Peace, will lead the Thai delegation to the September IAEA General Conference in Vienna and will consult with IAEA officials on how to implement the Code of Conduct. ¶3. (SBU) ACTION REQUEST: MFA has requested guidance on how other countries have implemented the IAEA Code of Conduct. Specifically, they have requested a sample letter that other countries have sent to the IAEA Director acknowledging implementation of the Code of Conduct that they can use as a model. Post requests Department provide a sample letter and guidance on implementation that we can pass to the RTG. Guidance can be sent to Embassy POC, Colin Crosby, Political Officer. (SBU) Separately, Katanawadee reported that the decision to endorse the IAEA Additional Protocol has been finalized and has been sent to the Cabinet for a formal decision (reftel B).
