THAILAND: NPT 2005 REVIEW CONFERENCE

(U) PolOffs delivered reftel non-paper February 7 to representatives of the Ministry of Foreign Affairs (MFA) Departments of International Organizations (IO) and ASEAN Affairs. One MFA official noted in the non-paper the line reading, "The United State will seek support for other measures to enforce the NPT." He asked what the U.S. has in mind for these specific additional enforcement measures. The MFA also would like to know who will lead the U.S. REVCON delegation to New York in May. (U) Regarding potential public diplomacy tools we might use in Thailand, Post believes the standardized public diplomacy products as described reftel, including brochures, fact sheets and op-eds for placement, will be sufficient to reinforce existing supportive attitudes in Thailand. The Royal Thai Government (RTG) has been generally supportive of our positions on related issues, and we do not expect them to be less so during the REVCON. We can apply public diplomacy tools as needed to reinforce positive Thai attitudes toward NPT, but we do not expect to require targeted outreach tools like high-level digital videoconferences. There is also no indication in public media of prevalent misperceptions in Thai public opinion that would require corrective public diplomacy measures. BOYCE
