Ambassador Martinez stated the GOP still owed us a substantive response to the U.S. dipnote on Buergenthal's candidacy and commented that a reply should be received shortly. He also signaled that it appeared the GOP would be in favor of Buergenthal's candidacy. Post will advise upon receipt of the Paraguay's dipnote and will report any substantive comments via septel.
