5)In Fiscal Year 2004 a good portion of the funds
were not used because the INL position was left vacant
for a period of time.
6)At the end of Fiscal Year 2005 post requested that the
INL position become full time. Unfortunately, position
became vacant again and the replacement did not begin
until very end of fiscal year 05.
