1. (U) On 10/14, PolOff delivered reftel talking points to
MFA North America Desk Officer Luis Sosa. Sosa advised that
he would forward the points to MFA Americas Director Cynthia
Filartiga and MFA Bilateral Affairs Director Ambassador
Ceferino Valdez.
2. (C) According to Sosa, there is no known Uighur community
in Paraguay. He added "off the record" that "all Mainland
Chinese nationals residing in Paraguay entered the country
illegally." Paraguay does not maintain diplomatic relations
with the People's Republic of China (PRC),and PRC nationals
are subject to special visa procedures similar to those the
USG has in place for Cuban nationals. Sosa opined that the
difficulty inherent in granting visas to PRC nationals would
complicate any desire by the GOP to assist with the
resettlement of Uighurs detained at Guantanamo.
3. (C) Post will advise septel if the GOP expresses any
interest in assisting.
