(INTERIM RESPONSE)

On 10/03, the Ambassador delivered reftel talking points
regarding the draft Declaration of the 2005 Summit of the
Americas to Emilio Gimenez Franco, Vice Minister of the
Ministry of Foreign Affairs. Gimenez indicated that he had
returned from a trip and was unfamiliar with the details. He
stated that he would review and discuss our points with
Foreign Minister, Leila Rachid, and respond in the next few
days. Post will forward any substantive response as it
becomes available.
