(C) Per ref a request, MFA Director General for Security Affairs (S/CT-equivalent) Amb. Hayati Guven passed us a document which he stated the Turkish Embassy in Baghdad has presented to the Independent Election Commission of Iraq regarding PKK front parties (text at para. 3). ¶2. (C) COMMENT: This document contains more in the way of assertions than useful evidence, and thus highlights how much work we have to do with the Turks in helping them make their case to the Europeans (and the Iraqis) on the PKK. Given the clearly superior quality of the U.S. report showing the ties between the PKK and the KDSP that the Department asked Embassy Baghdad to give to the Iraqis (ref b),we remain hopeful the IECI will seriously consider banning the KDSP from the upcoming election. END COMMENT. ¶3. (C) BEGIN TEXT OF TURKISH DOCUMENT: The information which was submitted to the Independent Electoral Council of Iraq regarding the Kurdistan Democratic Solution Party (KDSP/PCDK) and the Kurdistan Construction Party (KCP/DCP): --Despite the existence of the UN Security Council resolutions decreeing the elimination of terrorist elements from Iraq, the central headquarters of the PKK/KONGRA-GEL terrorist organization still remains in Iraq. --The bulk of the armed militants of the organization are sheltered in Iraq; and within this context, the terrorist organization intends to guarantee its existence by using these political parties. --The authorities of these two parties are directed by the leading members of the PKK/KONGRA-GEL. They are closely connected to the administration of the terrorist organization. --Thus, Zubeyir ydar (Red Notice no. A-50/1-2005) and some of other leading members of the terrorist organization keep coming to Iraq in order to take part in the congress meetings of the KDSP/PCDK. --Hundreds of members of the PKK/KONGRA-GEL attend the congress meetings. --These two parties are spreading propaganda of the terrorist organization. --Both Nizamettin Tas, an internationally wanted terrorist by Interpol (Notice no. 1999-82MUT),in charge of the KDSP/ PCDK in Mousul, and Cemil Bayik, also one of the leading terrorists of the organization, who is also internationally wanted (Red Notice no. 981-2024),have made various contacts in Baghdad for seeking political support. --The offices of these two parties are being used in order to carry out the activities of the organization --KDSP/PCDK is recruiting some poor young people from the Arab tribes living in Mousul, it is forming assault groups. These groups are being trained for the armed activities. --Posters of Abdullah Ocalan, the head of terrorists, and so-called flags of the PKK are hung in several party offices. --Two terrorists, Nizamettin Tas and Halil Atac (Interpol Red Notice no. 1999/45D) have been working to increase the number of party offices of the KDSP/PCDK. --In fact, these two political parties have been forbidden by the Regional Administration of Kurdistan.
