(SBU) During bilateral talks about a draft Chemical Weapons Convention (CWC) Host Country Agreement (HCA) in Amman December 13, both sides agreed to add a sentence to the end of Part II, paragraph one in the proposed HCA text. The new sentence would read: "Likewise, the principles and procedures in this memorandum apply to the conduct of any challenge inspection conducted in the territory of the United States of America, or in any other place under its jurisdiction or control (hereinafter referred to as the territory of the United States of America),in which the assets of Jordan may be within or in the vicinity of the inspectable area." No other textual changes were made by the delegations. ¶2. (SBU) COMMENT: USDEL found the Jordanian representatives at the December 13 talks well-prepared for the detailed, line-by-line discussion of the HCA which ensued. USDEL led by Dr. David Cooper, Director for Nonproliferation Policy, was pleased with the progress made during the talks, and will report details of the technical discussion septel. ¶3.
