(S) Acting Econ/C August 14 delivered reftel background paper to Central Bank of Jordan Deputy Governor Faris Sharaf and requested that he inquire closely into the case and share with us any information that he or the CBJ fraud investigation unit might uncover. Sharaf said that he would personally oversee inquiries into the referenced account, initially remarking that he considered it an urgent matter and that he would start by checking the banks in al-Wahdat, a possible location for the account noted in the background paper. ¶2. (S) On August 21, Sharaf reported by telephone that he could say with confidence that the account noted reftel was not located in any/any of Jordan's 23 banks. The name was very specific (giving all four parts of a name),he noted, and the amount possibly remaining in the account was also unusual. He added that the CBJ had checked on accounts for this same person, listed under UNSCR 1483, two times before earlier this year. One check was done as a result of the name being added to the UNSCR 1483 list and being circulated individually, he said. A second time, the CBJ circulated the complete UNSCR 1483 list and asked banks again to check for matching accounts. At the conclusion of the telcon, Sharaf repeated that he was confident that the reftel account does not exist in any of Jordan's banks. HENZEL
