1. (C) Charge met with Foreign Minister, Justice Minister and
de facto head of the security services Mohammad Dhahabi in
separate meetings over the past week concerning the return of
Guantanamo detainee Khalid Mahmoud Abdul Wahab (refs). In
the final meeting on July 12, Dhahabi offered authoritative
assurances granting future USG access to monitor the
prisoner's welfare and humane treatment upon his return to
Jordan. He also provided guarantees that Abdul Wahab will be
treated humanely in accordance with international law, in
particular with regard to inhumane treatment or torture.
2. (C) The GOJ is ready to receive Abdul Wahab on/about July
20, the date he is expected to arrive in Jordan. In
accordance with Jordanian law, he can and will be detained
for one week. If the GOJ identifies any reason to hold him
longer, it will refer the matter to Jordanian courts,
according to Dhahabi.
3. (C) Comment: Post is confident that these assurances are
reliable and reflect the position of the King, and recommends
that we proceed on their basis.
