1. On November 16, Econoff delivered Reftel demarche and
talking points on the United States' candidacy for Category
A membership in the International Maritime organization
(IMO) to Baurzhan Sarsenbekov of the International Relations
Department of the Ministry of Foreign Affairs.
2. Sarsenbekov told Econoff that the GOK was still preparing
its instructions to its delegation on whom to support in the
IMO membership elections, but that a positive decision on
supporting the United States' candidacy is practically
assured. The Embassy sees no reason to doubt that
Kazakhstan will support the U.S. candidacy.
