Reftel solicited the Embassy's comments on the foreign policy implications of NIH's proposed award of a research project entitled "Rapid Assessment of Drug Law and Policy in the FSU and CEE," which involves a Kazakhstani institution, the "Credo" organization in Karaganda. The Embassy recommends that Department grant clearance to the project, pending human subject approval. ¶2. Although the Embassy interposes no objection to the project on foreign policy grounds, it is strongly recommended that the researchers establish contact with representatives of USAID and CDC in Kazakhstan. Both of these organizations are actively involved in HIV/AIDS programs. POC for AID is Almaz Sharman (tel: +7-3172-58-08- 90, extension 271; email: asharman@usaid.gov). POC for CDC is Maureen Sinclair (tel: +7-3272-50-76-12, extension 458; email: msinclair@usaid.gov). Ordway NNNN
