(SBU) Emboff delivered Reftel demarche to Olzhas Togyzbayev, head of the MFA Division on the OSCE and International Security Institutes, on July 29. ¶2. (SBU) Togyzbayev said that Kazakhstan is supportive of the normalization of civilian nuclear cooperation between the U.S. and India.
