1. Ghana was not included in the 2004 Country Report on
Terrorism. To date, no acts of international terrorism have
ever occurred in Ghana. Ghana is not a sanctuary or safe
haven for terrorists. Per reftel A instructions, Ghana will
not require a detailed assessment.
2. The Government of Ghana (GOG) does not sponsor terrorism.
The GOG is fully cooperative on counter-terrorism and has
signed all 12 of the United Nations' conventions on
terrorism. The GOG has honored three of our requests for
extradition related to narcotics and mail fraud charges.
However, the GOG has not responded to our request to
extradite its own Member of Parliament Grace Coleman on
trafficking in persons charges. Post has not processed any
extradition cases related to terrorism. See reftels B and C
for more details on Ghana and the war on terrorism.
