ACCRA 1282 On July 11, DCM and PolChief delivered reftel demarche on the Comprehensive Convention on International Terrorism (CCIT) to Ghanaian Deputy Foreign Minister Akwasi Osei-Adjei, noting the past controversy over whether state military forces that violate international law can be defined as acts of terrorism, and highlighting its relevance to Ghana, whose military is heavily committed in international peace keeping operations. Osei-Adjei asserted that the definition of terrorism must not be expanded so broadly as to dilute the meaning of international terrorism conventions. Although he did not speak directly to the issue of the passage of the Comprehensive Convention on International Terrorism, he was firm that the GOG condemns terrorism of any kind.
