¶1. (C) On June 17, Pol Chief spoke with the Ghanaian
Foreign Ministry's Acting Director for International
Organizations Edwin Adjei and delivered reftel demarche on
the Swiss Circular Note on the Conference for a Third
Additional Protocol to the Geneva Convention. Adjei said the
Foreign Ministry had not been officially informed of this
issue and that he knew nothing about it. PolChief left him
talking points on the issue, which he said he would use to
consult in the Ministry.
