1. (U) Classified by Ambassador Ralph Frank per reasons 1.5
(b) and (d).
2. (S) The British government will send a senior diplomat
to Zagreb in the near future with four key requests for the
Croatian government related to fugitive PIFWC Ante Gotovina
and other intelligence and police matters, a UK embassy
contact told RAO September 3.
3. (S) The HMG envoy will request that the GOC: 1) state
clearly that it intends to arrest Gotovina; 2) reform the
police station in Zadar, which has been plagued with
corruption; 3) commit to the prosecution of Zeljko Bagic
(former national security advisor to the President) and
Franjo Turek (head of the counter-intelligence agency POA)
for covering up intercepted telephone conversations between
Gotovina,s associates and government officials; and 4)
commit to reform of the intelligence agency OA and the
removal of its head Damir Loncaric.
