(C) PolMilOff and UK DCM Jane Darby delivered reftel demarche
to Paul Wilke, Head of the Dutch MFA Nonproliferation Office
on March 4. Wilke was pleased to receive the draft
resolution and said the U.S. and the UK had achieved a very
significant step with Libya that also sends a message to
Iran. The GONL had already instructed its mission in Vienna
to vote in favor of such a resolution provided it establishes
full cooperation by Libya. Wilke noted with approval the
reference to Article XII of the IAEA Statute in the draft
text, and said this would set a precedent with Director
ElBaradei, undercutting his "skewed argument" that only
breaches of the NPT need to be reported to the UNSC. Looking
ahead, Wilke said that the GONL's main focus would be to
maintain unity among members of the "non-group" in Vienna.
He anticipates "heavy weather" going into the June BOG
meeting (and a presumed debate about referring Iranian
noncompliance to the UNSC). Wilke said he expected
continuing Iranian failures to comply to come to light in the
coming months.
