1. (S) On December 7, a senior official of the
Verifications Division of the Technical Secretariat of the
Organization for the Prohibition of Chemical Weapons
confirmed that transfer of the Schedule 3 chemical trimethyl
phosphite in 2003 was declared by both India and Iran in
their 2003 Aggregate National Data declarations. The Indian
declaration reports export to Iran of 112 metric tons of
trimethyl phosphite, while the corresponding Iranian import
declaration reports receipt of 120 metric tons of trimethyl
phosphite from India. No other State Party declared exports
of trimethyl phosphite to Iran in 2003. The senior official
speculated that the Iranian declaration may have been
inaccurately transcribed and suggested that 112 metric tons
is the correct figure.
