¶1. Post delivered reftel demarche and non-paper to Rene
Fennes, head of international relations at the Ministry of
Transportation. As instructed, we emphasized that this
request only pertained to the Aruba and Netherlands Antilles
portions of the agreements.
¶2. Fennes could not give an immediate answer, saying his
government would review our proposal and come back to us with
a decision.
