Ms. Elhajj is earmarked for the MRP "U.S. Foreign Policy and
Human Rights Issues" which will be held from May 12 - June
2, 2005.

START MEMO NOMINATING-JUSTIFICATION:
Ms. Elhajj is a well-educated, passionate individual with
excellent expertise in international affairs and human
rights. Her diverse background includes experience working
in three geographic areas - Africa, Europe, and the Middle
East.
Naglaa is currently working with local NGO IKV to establish
and implement training on basic human rights in Iraq, as
well as to set up networks among various existing and new
human rights organizations there. The goal is to increase
the awareness among Iraqis on the need for basic human
rights for all peoples in order to foster a successful
democratic state. She is active in meeting and training
both women's and student groups, and also frequently meets
with journalists. While IKV's previous work in the Middle
East was centered in Northern Iraq, they have now expanded
to other areas (including Baghdad) and are also working with
some Iranian groups. IKV is one of the few Dutch NGOs that
has programs on the ground in Iraq. Their support for the
advancement of human rights both supports and compliments
U.S. goals in the region. Naglaa is at the center of these
programs as the project manager for Iraq.
I am nominating Ms. Elhajj for an IV for several reasons.
First, her unique capacity to increase appreciation and
acceptance of U.S. policies and goals in the Middle East,
especially among the general population, is of significant
benefit to the U.S. and helps to fulfill post's MPP goal of
regional stability. Secondly, her ability to reach across
cultures and borders - as can be witnessed by her work to
date - will benefit the U.S. government in the long run as
she continues to be active in international human rights and
development projects.
Finally, I am nominating Naglaa because her current
understanding of U.S. policies comes primarily via media
outlets and contacts with Embassy officials. She frequently
defends U.S. actions, trying to aid both her local
organization and individuals outside the Netherlands in
understanding the importance of working towards a world
comprised of democratic societies that respect human rights.
An IV program would significantly increase her own
understanding of official U.S. policies while allowing her
to gain a greater appreciation of USA in general. This is
an understanding she is craving, and one that both she and I
are confident will aid her in her work. It would also allow
her the opportunity to meet with various NGOs who are active
in pursuing U.S. goals in the international field, including
those working in the Middle East.
