1. (U) AS INSTRUCTED, WE TRANSMITTED TO MFA NONPROLIFERATION
COORDINATOR CARLO TRIPEPI, THE PRESIDENT'S PROPOSALS TO
STRENGTHEN THE NUCLEAR SUPPLIERS' GROUP (NSG) EFFORTS TO
CLOSE PROLIFERATION NETWORKS. TRIPEPI SAID ITALY SHARED THE
U.S. GOAL OF FURTHER PROTECTION AGAINST PROLIFERATION.
2. (U) HE ALSO SAID ITALY AGREED THAT ONLY NATIONS HAVING
SIGNED THE INTERNATIONAL ATOMIC ENERGY AGENCY (IAEA)
ADDITIONAL PROTOCOL BY END-2005 SHOULD BE ABLE TO IMPORT
EQUIPMENT FOR THEIR CIVILIAN NUCLEAR PROGRAMS. HOWEVER, HE
SAID EU MEMBER STATES MUST CONSULT ON THE PROPOSED
RESTRICTION (THAT NSG NATIONS COULD ONLY TRANSFER
ENRICHMENT/REPROCESSING EQUIPMENT AND TECHNOLOGY TO STATES
WITH FULL-SCALE, FUNCTIONING ENRICHMENT AND REPROCESSING
PLANTS),SINCE THIS POINT FELL WITHIN THE TRADE COMPETENCY OF
THE EUROPEAN UNION.
