1. (C) Spain fully agrees with U.S. efforts on the
UK-penned draft resolution focusing on the North-South peace
process in Sudan. Juan Manuel Gonzalez de Linares, Deputy
Director General for UN Affairs at the MFA, told Poloff that
he hoped that the resolution would be passed by consensus in
Nairobi. He added that a successful peace agreement in Sudan
will improve peace and stability in East Africa and
positively influence the current crisis in Darfur.


2. (C) Gonzalez de Linares, reminded Poloff of the Spanish
candidate for the International Court of Justice, Julio
Gonzalo Campos. Poloff noted that as a matter of policy, the
USG does not express support for candidates for international
organizations. Gonzalez de Linares was also interested in
U.S. views on global UN reform and UNSC reform, as Spain's UN
mission has heard the views of other Security Council members
on the Secretary General's soon to be published report on UN
reform.
