¶1. (C) To update the record Ref A, Poloff delivered
Secretary of State Colin Powell's August 11 letter to the MFA
SIPDIS
and received the text of Foreign Minister Miguel Angel
Moratinos' response to Powell's letter on August 26. Madrid
3232 (Ref B) dated August 27, 2004, contains Moratinos'
response. Moratinos agrees with US efforts to reach a
rotation agreement within WEOG to occupy the posts assigned
in the Human Rights Commission.
