1. (C) We delivered reftel demarche concerning Spain's
candidacy for the 2007 chairmanship of the Organization for
Security and Cooperation in Europe (OSCE) to Maria Victoria
Scola Pliego, MFA Special Representative for OSCE issues, on
August 4. Scola Pliego was encouraged by the U.S. position
of support and promised to discuss it immediately with her
superiors. She asked for and was provided contact
information on her counterpart at the State Department.
